Edmunds (R) |s-majority = Split (Republicans controlled the all-too important Senate committees) |h-majority = Republican (plurality; became majority in middle of first Congressional session) The 47th United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1881, to March 4, 1883, during the six months of James Garfield's presidency, and the first year and a half of Chester Arthur's presidency. The apportionment of seats in this House of Representatives was based on the 1870 United States census. The House had a Republican majority; the Senate was evenly divided for the first time ever, with no vice president to break ties for most of this term.
