He previously served as Senate minority floor leader from 2025 to 2026, a post he previously held from 2010 to 2013. He has been a senator of the Philippines since 2022, following a previous stint from 2007 to 2017. He served as the 26th speaker of the House of Representatives of the Philippines from 2019 to 2020 and as the 26th secretary of foreign affairs from 2017 to 2018.
